The Legislative Assembly of Pernambuco runs a public site meant to serve millions of citizens. It had become a maze — slow, cluttered, burying the things people actually came for. I was hired to research my way out of it, with no budget for incentives and a stakeholder team certain they already knew the answer.

Six weeks later, the data told a story that changed who the entire project was built to serve.
